CanFlows.

AI-native forms for Canadian government. Sovereign by design.

Forms and permitting on Azure Canada, PIPEDA-aligned, WCAG 2.1 AA. AI generates the form from a plain-English description. The intake, triage, and decision are automated where they can be, escalated where they must be. 2.3-day median permit processing, 43% end-to-end automated, 98.7% SLA.

The product

What CanFlows is.

CanFlows is an AI-native forms and permitting platform built for Canadian municipal, provincial, and federal government. A clerk describes a workflow in plain English — "permit for a backyard suite, residential zoning, requires site plan" — and the platform generates the form, the validation rules, the routing, and the decision criteria. The form is accessible by default. The data is sovereign by default. The audit trail is on by default.

The intake is multilingual (English, French, plus Indigenous-language support on request). The triage uses AI to classify, route, and pre-fill — 43% of permits complete end-to-end with no human touching them. The remaining 57% are escalated to the right reviewer with the right context, not bounced back to the citizen for clarification.

Hosted on Azure Canada, exclusively. Data residency is contractually guaranteed. PIPEDA-aligned. WCAG 2.1 AA. The data is the government's data — never trained on, never shared, never leaves the region.

The problem

Government permitting is the bottleneck.

The 47-day median

Permits take a month and a half.

Across Canadian municipalities, the median permit processing time is north of 30 days for residential and 90+ for commercial. The backlog is the citizen experience. The backlog is the council's complaint line.

The PDF plague

Forms are PDFs from 2014.

Citizens download a PDF, fill it in by hand, scan it, upload it, and hope. The clerk re-keys the form into the back-office system. Errors are caught on day 4. Citizens learn the form was wrong on day 11.

The sovereignty tax

Sovereign clouds cost 3× more.

Off-the-shelf SaaS form builders won't sign a PIPEDA-aligned data residency contract, won't commit to Azure Canada exclusively, and don't understand the ATIPP / MFIPPA / FOIP compliance regime. Government IT ends up with bespoke systems that take 18 months to ship.

The solution

Forms that generate themselves. Permits that move.

CanFlows turns a plain-English workflow description into a live, accessible, sovereign form in under an hour. The platform handles the accessibility (WCAG 2.1 AA out of the box), the multilingual intake (EN / FR plus Indigenous languages on request), the data residency (Azure Canada exclusive), and the audit trail (PIPEDA-aligned, ATIPP-ready).

The AI does the boring work. It validates the input, classifies the permit type, fetches the supporting documents from the back-office system, and routes the application to the right reviewer. 43% of permits complete with no human in the loop. The 57% that need a human go to a reviewer with the context already attached.

Median processing is 2.3 days. The SLA is 98.7% (uptime + decision time). The platform is contractually sovereign — the data, the model calls, and the audit trail stay in the Canadian region.
